Well, if you want the pictures smaller, you need to edit them. If you don't have software, I'd suggest uploading them to photobucket. They have the ability to edit them on this excellent picture storage site!
To create a header (or as you call banner) again, you need photo editing software. I have a "tutorial" of sorts on my blog: http://hoosierfamily06.blogspot.com/2008/07/how-to-change-your-blogger-header.html.
And, there are always people willing to create for you a custom blog header. I'd offer, but I simply don't have time right now. Do a google search on custom blog header, and custom blog template. (But, of course, it'll cost.) :0(

I should clarify, the tutorial is how to change your blog header,not how to create a header.
